Govern

Hi I don't understand what is govern in this context I don't think it is the same meaning it as when it refer to government...

"Secondly, the Constitution provides the basic principles and rules that govern the relationship between different parts of the state. It establishes the distribution of functions and powers between the different parts or branches of government, such as between the political executive"

You're right! This use of the verb could be replaced with "control." They control the relationship etc.

To "govern" a state or country includes the whole ball of wax --- making and enforcing new laws, deciding how to pay for it all, etc.
