Hello M²L It sounds a little strange. It could mean that they pay attention to personal cleanliness; or perhaps that they're hygiene-conscious around the house; or simply that they're generally clean at work and home. What's the context?

Sanitary habits creates an image of toilets and things to me, so I agree would be a very odd sort of compliment!

1) I would say they are very domestic or house-proud.

2) They have good personal hygiene.
