Good or bad

1) He will reject all your propositions, good or bad,

Can't this mean two things:
a) Your propositions might be good or bad. I don't know which is the case. Maybe all or them are good. Maybe some are good, Maybe all are bad, But he will reject them anyway.
b) He will reject all your propositions. Both the good ones and the bad ones.

Maybe for (b) one would use 'good and bad'?

You are reading too much into this. It is unlikely anyone will have ideas where every single one is good, or where every single one is bad. It simply means that whatever you say, no matter the merit, he'll say no.
