Which is the correct verb? I am not sure because I wonder if good fortune and virtue can be considered as one entity.

I would choose " are" because 1+1=2 , which means the result is plural. But to me, it wouldn't be the same if it said "Good fortune or virtue~". In such a case, I would choose "is".
