Good (And Cheap) Audio Editing Software?

I guess this is a little off-topic, but I figure someone here will know about it.
I have to record some music-on-hold for the office PBX system. It seems like most of these business scripts work like this:

1: Greeting (about five to eight seconds) while fluffy music plays in the background.
2: Fluffy music gets louder for about 10 seconds
3: Sales or info pitch while fluffy music quiets to background again.
4. Repeat steps 2 and 3.

Is there any easy-to-use audio editing software that I can use to do this?

I don't know how much luck you'll have with Audacity, but at least it's free. You'll also want to make sure that the music you're using is cleared for use. There's a reason nobody gets to hold to The Beatles.

If you're on a Mac you can do it with Garageband. Not sure what the PC equivalent is. Also, there's an excellent free audio editing package called Audacity:

I've taught audio-editing classes with it. You'll find some excellent online tutorials, and if you follow the advice you'll do well. It's a really solid product. In a lot of ways it's hard to believe it's freeware.

That might be too flippant. Worst case scenario is some judge calls and says WTF?!, and Paul never gets a favorable motion ever again.

What about a you make the call question? The pitch can present some of those tricky textbook exercise
