2. He went to the shop.

--- What's the difference in meaning between these two and which one would you use?

1. He's gone to the shop.

He went there in the past and that's where he still is. This would be the answer to "Where is he?"
If the question were "Where was he/what did he do yesterday?" then you would need your second statement...
