My friend: I've been really busy myself. Just got back to Washington.

Me: Where have you gone this time? Or

Where had you gone this time.

Which is correct?

Why couldn't I use where had you gone this time?

He went traveling and got back moments ago, so wouldn't had gone be describing a event before another past event?

He "had gone" away is fine, but you are asking him a question as to where he went. "Where did you go this time?"

"Had gone" is past past.

You could say, I suppose, "Where have you been this time?"

The viewpoint of the past is not sufficiently established to start talking about a time before the past.

"(I've) just got back" only speaks of the current state of affairs. It doesn't relate an event in the past.
