The city is in energy crunch. Taxis are fueled by cooking oil because the supply of gasoline from Israel is limited. Donkeys and horses fill the streets that once clogged with cars and motorbikes. They keep the city from going under.

1. What's the meaning of 'going under'?
2. Is it OK to use fill?
