"going to+V" reduced relative clause

The song "Girl" of the Beatles starts with "Is there anybody going to listen to my story". I think that "anybody going to listen to my story" is a reduced relative clause but I haven't been learnt such a reduction, is this reduction correct or is it just an exceptional usage?
