going to be proposed to

I came across the sentences as below.

She is going to be proposed to.
she is going to be proposed to by her lover.
He is going to be proposed tonight.

Why to add "to" in 1st and 2nd sentences? is it necessary?

is the third sentences correct?

Please advise.

I have no idea why to is used in the first two sentences and not in the third. I wouldn't use it, because I have never thought it was needed. And, if it's used in the first two, I think it should also be used in the third. Yet the first two sound incorrect to me, but I may be wrong. Maybe it is optional, or even mandatory.
