Should it be
I am going to travel next week by plane.
Or
I am going to travel by plane next week.
Or may be both?

Both are fine.

So is "Next week, I'm going to travel by plane."

I would only say that if I were either pointing out that I had never flown before, or if I were contrasting it with another mode of travel. This week, my meetings are close enough that I can get there by train, but next week, I'm going by plane." (I'd still probably say "I'm flying.")
