Where will you go? / What will you cook? -- Future simple (in the future).
Where are you going to go? / What are you going to cook? -- Going-to future (in the future).

Let's say someone is leaving in 15 minutes. Can I use all the three questions in such cases? Thank you. And is there any other difference besides tenses?
