Goes or go

Hi teachers,

This sentence from a book:

"What I've observed go far may be a bit unethical, but not outrageous..."

1. Why "go" and not "goes" is used in this sentence?

2. Does "unethical" mean what this person has seen is not really that unethical?

Thank you very much
