God touches and moves, warns and desires all equally

Hi

I'm trying to understand the quote below. In what sense "moves" is used below? I think the "inequality" says that God treats everyone alike but the humans themselves are responsible for their conditions. Am I correct?

"God touches and moves, warns and desires all equally, and He wants one quite as much as another. The inequality lies in the way in which His touch, His warnings, and His gifts are received." - Johannes Tauler
