' It's just a shortened form. You don't seem to like capital letters at the start of a sentence. By convention, the word '***' is also started with a capital.

Hi,

The meaning is really 'May *** bless you!' It's just a shortened form.

"[May] *** bless you" - it is a well-recognized omission and a sentence that is frequently used. By saying this we wish the person to be blessed.

"*** blesses you" is a statement that you are blessed.
