Go over well

1. Consider the following sentence:


“He added a great deal to Reagan’s presidency in terms of governance, but he never wanted to get credit for it, because he knew that WOULDN'T GO OVER WELL."

In this context, does 'wouldn't go over well' mean that it WOULDN'T BE ETHICAL? 2. By the way, and using the same sense, would the following sentence make sense: "I didn't really like the dinner, but I think it WOULDN'T GO OVER WELL to say that to the hosts."
