Why? Because 'one' is singular.

Actually, we usually say 'One in every eight people already goes hungry'. If you omit every, people will understand but someone might tease you by asking 'Which eight?'

Strictly speaking, it should be the plural "go".

The subject noun phrase is [one in eight] people, where "people" is the head word, i.e. the element that determines the verb-form. "One in eight" is simply a determinative phrase, a quantifier, and as such does not determine the verb
