Go into effect vs come into effect

Are there any differences between "The law went into effect in May, 2002." and "The law came into effect in May, 2002"? Thank you in advance!

Top answer

There is no huge difference. 'Came' suggests more that the writer is closely involved, eg perhaps the law applies to him or her.
