go forward/ahead

Model sentence: Despite a lot of hardship, the Green City Project will go ahead/forward.
I chose "forward", but the key said "ahead".
I checked it on Oxford Advaned Learner's Dictionary, and found these following meanings:
-, The project will go forward(= continue) as planned.
-, The building of the new bridge will go ahead (=proceed, happend, to be done) as planned.
These even make me more confused.

Thank you so much. This question belongs to the paper which I downloaded from the Internet. There're many other papers from the Internet having some problems like this one. I'm preparing for my university entrance exam.
