go down = lost, be defeated

I surrendered to him when I went down in the competition.

Is this sentence correct?

No. 'Surrender' is a formal word. 'Go down' is informal. So it's not good to put them together. Also, they mean very, very roughly the same, so you are repeating your meaning.

Finally, we don't usually 'surrender to someone' in a competition. You might say 'I lost to him'.
