Glitter-hard edge

Hi.

"There is a seaside feel to this Chinese border town - its glitter-hard edge softened by the passage of river boats and wedding couples posing for photographs." [From the BBC website.]

What is the glitter-hard edge? I've found somewhere in the Internet that it collocates with bling bling but somehow couldn't figure out what's that.

Thank you.

It could mean that the glitter of artificial light from the town stops suddenly ('hard') and becomes unlit nature (due to the river), but that this sudden change is weakened by the lights from the river boats and camera flashes. d
