The movie A Man for all Seasons popularized his words as "silence gives consent". I always think of it as "silence implies consent", which I think makes it more widely applicable outside of the law. It has been translated many ways, and it is not common enough in itself to have a common form, I'd say.

Qui tacet consentire videtur is a legal maxim. It is used in the Council of the European Union, for instance, to approve texts by allowing a period of review to lapse.
