Given where we were...

“They could have just banned us from the platform there and then,” the source said. “But let’s be frank. Given where we were in the primary cycle, we were responsible for spending millions of dollars on their platform.”

(The Guardian.)

Is "where" a relative adverb in the clause Given where we were in the primary cycle?

", then "where" (= "in which") would be a relative adverb. However, in your sentence "where" has the meaning of the whole of "the place where". ) I guess it might be called a "fused relative" construction.

If it said "Given the place where we were ...", then "where" (= "in which") would be a relative adverb. However, in your sentence "where" has the meaning of the whole of "the place where". (You can see that "Given in which we were ..." does not work.) I guess it might be called a "fused relative" construction.
