Given the way current state of the market

Given the way current state of the market, P&G considers innovation to be the heart of its business and designs new products to meet market demand and improve consumer lives in small but meaningful ways.

The sentence is really confusing. Could you help me understand some parts of it?
What is "the way current state"? Shouldn't it be "the current state"?
Also, I don't understand why the author used the present tense for the bold.
I think the sentence should read as follows.

Given the current state of the market, P&G considers innovation to be the heart of its business and to design new products to meet market demand and improve consumer lives in small but meaningful ways.
Thanks.
