It means: "when all the data on corpse were given, Columbo was able to solve the murder"
Are those two sentences equal?!
Why in the first one "was or were" emitted?!

When our verbs take two objects including: Direct and Indirect, we can use each of objects to make passive form as follow:

Yes, they are correct. Note 1: I may be in the minority, but I still prefer to consider data a plural word with the appropriate verb form. Note 2: You are dealing with passive voice sentences here.
