Hi,

Andrew Cheng Kar-foo, a lawmaker for New Territories East, said his understanding was that the power given the Commissioner of Transport to vary speed limits by notice in the Government Gazette was intended to allow short-term variations for reasons such as roadworks.

Why isn't there a "to" after given?
