Give yourself a wedgie

Hi,

Would anyone please explain what "give yourself a wedgie" means?

I heard that from the American cartoon- The Simpsons, in which Bart told his butler "give yourself a wedgie". And then the butler pulled out the back of his shirt from his trousers.

I got the definition from an English dictionary, which defines wedgie as "N the state of having one's underpants or shorts caught between one's buttocks (esp in the phrasegive someone a wedgie)"

But I'm still in the dark. What's the purpose for asking for that? Is that insulting or disrespectful?

Bart is being mean to the butler. Since the butler works for him, he follows Bart's order to bully himself.
