Meeting oncoming traffic is when the road is narrowed so that two cars cannot pass easily leaving a doors with clearance. This could be caused by parked cars or other obstructions such as road works, skips etc. The rule is to
give way if the obstruction is on your left, stopping in such a place to allow the oncoming traffic to pass (the 'Holdback psotiion'). Do not stop too close to the kerb as vehicles following may think that you have parked.

I just started to wonder what "give way" means here. Though before I guessed it as "To withhold your speed of car and allow the oncoming vehicles to first pass on"
