You're also willing to measure the benefits that Kennedy brought to countless people throught his politics, and give them proper weight on the scales of the man's record.

1. Does "them" refer to "the benefits"?

2. What does "weight on the scales of the man's record" mean?

2. Does "the scales" mean "the size, the amount" like measurement?

Record means a list or a report of Kennedy's achievements and the scales is used figuratively to indicate that whatever Kennedy accomplished is "weighed" as if on a pair of scales: the good is compared with the bad, and hopefully the good outweighs the bad.
