Give some a scolding

He alleged that the army had torn the posters down in the town yesterday and gave the people a scolding for allowing them to put the posters up there.



Is "give a scolding" appropriate here since putting up posters is not illegal, and the people have not done any wrong. On the other hand it is the action of the army (tearing up the posters) is undemocratic.
