Introduction

I prepared and submitted a research paper titled “Role of NGO Affair Bureau to ensure NGOs accountability” under the supervision of Dr XY, Associate Prof. Dept of Public Administration, University of XYZ as a part of my Bachelor Degree. I chose BRAC, the worlds largest NGO as the case of my study.

Research Objective

v To explore the role of NGO affairs bureau to make the NGO’s accountable especially BRAC.

v To show a clear picture about “Health” & “Micro Credit Programmed” of BRAC and to identify that how much BRAC is accountable to bureau.

Research Question

v To what extent the NGOs are accountable to NGO Affairs Bureau?

v How does the bureau make the NGOs accountable?

To make this research paper I used two data collection methods which are –

NGO Affairs Bureau is the apex authority to supervise the programme of NGOs in Bangladesh on behalf of the Bangladesh government. The most important responsibility of NGOs bureau is ensuring the accountability of NGOs especially financial accountability among multifaceted tasks. The NGO Affairs Bureau has a strict constitution in which the rules and regulations are written to monitor the NGOs. Besides, NGO Affairs Bureau can ask for help from other concerned ministries as and when situation demands.

The NGOs are accountable for foreign aid to Bureau. NGO Affairs Bureau plays the role of negotiation between donors & NGOs and conducted the transaction of that donation. NGO like BRAC is not accountable for their local capital accumulation. The lion share of their fund comes from their own supported organization. NGO Affairs Bureau has no headache about this huge internal fund.

Various government organizations simultaneously are authorized to register NGOs apart from the bureau. The NGOs who are registered with the ministry enjoy liberty and the hardly deal with NGO Affairs bureau. In Bangladesh presently approximately 70,000 NGOs exist and among them only 2,300 NGOs are registered under NGO bureau.

The authority of NGO bureau claims that their constitutional power is so weak to ensure the accountability and they have not enough manpower to monitor the programme of NGOs. The bureau also claims that they conduct monitoring but interestingly the audited NGOs are always informed prior to monitoring. So, the NGOs are prepared when bureau play their monitoring. Many NGOs present some fake beneficiaries which leads to misconception for decision making.

NGO Affairs Bureau played a very ordinary role to ensure the accountability of NGOs. Bangladesh Bank, donor agencies take more accounts rather NGO Affairs Bureau. The NGOs like BRAC are very much satisfied with the bureau for their activities regarding financial accountability. But we assume that NGOs are not satisfied with NGO Affairs Bureau for their supportive manner. They are satisfied with bureau for their non-controlling manner.

So, it seems to us that the mechanism and scope of NGO bureau is extremely weak to make the NGOs accountable. Practically NGOs are not much answerable to any organization.

Will I just mention the title alone or containing why chose this, how relevant the topic is? Pls tell me and give me a sample if possible.

I don't have a sample because I have not met this precise question before. However, if I were answering it, I would name a topic or area, present a sort of thesis statement (i.e. what specific research within that area I was considering), and a brief reason for my interest. Perhaps a 4- or 5-sentence paragraph?

We did not have such kind of final thesis. I wrote several research papers during my bachelors. Of which I summarized a research paper to address the above mentioned issue. My summary briefly includes Research Objective, Methodology, Research Question and Findings. I conducted the research as a part of my tutorial assignment. It was my most comprehensive work. Would it serve the above mentioned question if I give a summary of a research paper?

Secondly, Students are asked to indicate in what topic/area they would like to do research. Will I just mention the title alone or giving title with some description? Please tell me and, if possible, give me a sample answer based on a demo topic.""

For my bachelor's degree, I was not assigned such a final thesis; instead, I wrote several research papers during my studies. I have prepared a summary of one of these research papers to address your thesis information request. My summary includes research objective, research question, methodology, and findings. I conducted the research as a part of my tutorial assignment, and it was my most comprehensive work. Would this serve the abovementioned request? Or would you accept a set of brief summaries of my several papers?

Also, applicants are asked to indicate in what topic/area they would like to do research. Should I just indicate the name of the field alone or include some description or projected thesis statement?

As I feel unsure of the details of these requirements, I would be very grateful if you could also possibly supply me with a sample or template of what you have in mind.
