Give a 50 percent discount to something that occurs later?

Hello everybody.

Although there is a formal mathematical
definition of hyperbolic discounting, a decent rule of thumb is that people give a 50 percent
discount to something that occurs later rather than immediately but behave much more patiently when considering delays in the future.

What does the bold part mean?
