Giggling madly about freedom

Hello. When you giggle about something, do you laugh lightly while thinking about something? Or do you laugh while at the same time utter words about something? Or does it have another process? I use the word "process" because I can't figure this verb out in reality.

Here's my example from a mini-book about how to starting out in the pharma industry:

There’ll be chaos and drama and lost batches and moments where you need to figure out just what is going on before everything falls into chaos. You’ll be stressed and wish that you could just walk away and leave it all behind. Don’t. Take a deep breath. Deal with it.

Avoiding the problem will always make it worse, running away from the office while giggling madly about freedom is usually considered a bad career move.
