Getting there from here

Good day, everyone. Thank you for your entering this thread.

I'd like to ask what "Getting there from here" mean here. Certainly I know the literal meaning of this.

The complete expression is

"Conclusion:Getting there from here"

It's a subheading of a paper in the last paragraph. How can I make sense of it?

I searched some similar expressions

"Patient safety: getting there from here--quality management is the best patient safety program."
"Clinical prevention and population health: getting there from here."

It seems that this one is often used in titles.

So could you please answer it for me? Thanks in advance.

The phrase, "getting there from here," is used broadly in titles to introduce a plan. A fuller way of saying it might be: What steps are necessary to move from the current (bad) situation to a new (more desirable) situation? " That is, you are so lost that there is no way to direct you to your destination.

The phrase is also used informally, as in the expression "you can't get there from here." That is, you are so lost that there is no way to direct you to

In this kind of usage, "there" is a situation that we want to reach in the future, and "here" is the present situation. "getting there from here" refers to the process of moving from the present situation to the desired future situation.
