Getting lost in the first sentence

Hi, friends

It is from the book, Crisis communication.

"However, the degree to which people trust anyone has slipped, and it is very personal."

I broke down the first one; the degree has slipped and people trust anyone to the degree. Is it right?

I think the writer means the trust people have in one another is much less than it was in the past.
