Gets to me

What does someone mean when he says that something "gets to him" or "gets him" ?
Does it mean that he gets annoyed or just that he gets emotionally moved ?

Hi, This can mean either, depending on the context. The basic idea is that 'it' gets past my mental/emotional defences, and 'reaches my inner core'. 'Gets me' is a less common form, in my experience.
