"To pick up" means that you will actually go to some location and get the paper application yourself. You can get applications online, for example, but you usually have to go somewhere to "pick up" an application.

Are those who 'pick up' or 'get' an application students or applicant, not recruiters?

It would make sense that a recruiter would have an application but it would depend upon the context. Anyone can have anything to pick up.
