"To get frightened" is to attain an internal state, i.e., to become scared, whether or there's anything scary: "I got frightened at the noise, but it was only the rain." "To make somebody frightened" is to take active steps to scare a person: "I jumped out of the bushes to make him frightened."

That's an unusual way of saying it, "frighten" is a transitive verb, you do not need to use it in a causative form.
You can simply say;

"frighten sb"

I might add that in US English typically neither of these is heard. In this context, you'd say instead:

I scared him.

I frightened him.

I scared the living daylights out of him.

I frightened the **** out of him.

I scared the s___ out of him.

I frightened the pants off of him.

I scared the **** out of him.
