Get/getting

(1) Teaching English conversation means (which is ) getting people to feel confident about speaking.
(2) Teaching English conversation means to get people to feel confident about speaking.

Are both sentences above correct and have the same of meaning?

Why get should be appeared as ing form as 'getting' in the (1) sentence, is it because the word in the blacket applied?
