Get/be within biting distance

If a person caught a rabies-like virus, it could cause brain damage and extreme anger. You wouldn't want to get within biting distance of a person like that.

Hi,

Is the bolded "get" in the above equal to "be?" If not, what does it refer to? Thanks.
