This adjective is not necessarily a put-down, but the implication, when you so characterize such people, is that you wish they would pause for breath once in while so that you can get your licks in.

I've only heard this in a context where it means do something physically or figuratively aggressive in a situation of conflict.
eg We started to fight, but he knocked me down before I could get my licks in.
