"Under her/his/my skin" means either to irritate someone or to miss someone terribly.

So, depending on the context (i.e., need more info prior to of after the given sentences), both your sentences could mean either of those.

I'd like to share a similar expression I'd never heard before moving to Mobile: "to put ants on me."

Never heard of "put ants on me" though there is a "ants in one's pants" which means very restless, anxious or uneasy.
