Get the cream

In secondary school the majority study for 5 years before taking a public exam; after getting results good enough, they study two years, before taking another exam, which determines whether these student can get into uni. If a student is exceptionally outstanding in that first exam, he has only to study one year more before getting into uni. What do you call this in English?
