Get off the ground

--Weren't you trying to get us all together for a picnic this weekend?
--It never really got off the ground.

Hi,

I'm not sure how to understan "got off the ground" here. Does it mean "I haven't really started working on it." Thank you for your attention.Emotion: smile

It means that they may have started organising it, but gave up, nothing happened in the end. Perhaps they couldn't get enough guests to make it worthwhile, perhaps they weren't sure of the weather, perhaps they ran out of enthusiasm...
