I have to get my application in by Thursday.

How do you understand this sentence?

I could understand it in two ways :

I have to send my application by Thursday.

I have to receive my application by Thursday.

Which one of these is correct? Please help me.

I have to receive my application by Thursday. For this to be the interpretation, you would not have 'in' in
