Gerund vs. Infinitve

Hello, I've been reading about the use of Gerund and I have not understood very well when shall I use this verb form. Is there a rule about this? For example:

(1) He enjoys swimming. "Enjoy" requires a gerund.
(2) He wants to swim. "Want" requires an infinitive.

Why does the first sentece require a gerund and the second not?
