gerund phrase apposition

1) The man throwing the bombs was arrested

2) The man who was throwing the bombs was arrested.



To me, the two sentences can be equal in terms of meaning.

However, I have read another opinion.

My comment: They are related by Whiz-Deletion (removal of a relative pronoun and a form of BE). The two have the same deep structure, hence the same meaning. The only difference is that after Whiz-Deletion, tense markers within the relative clause structure are gone.
