Gerund or Infinitive in the beginning of the sentence?

Hello,

I'd like to ask that what matters when deciding a verb in the infinitive or gerund form at the beginning of the sentence.

For example,

Finishing the course is just a dream for me.

To finish the course is just a dream for me.

In the sentences above, can we use both forms (gerund or to-infinitive)? If so, what's the difference in meaning?

I know that when two verbs come together, the first verb decides whether we should use gerund or infinitive. At the beginning of a sentence, there's any verb before, so I guess we can use both forms.
