Gerund and infinitive

Thank you for maintaining such a forum.

I have lot of confusion when to use gerund and when to use infinitive ( base form).

1. It obviously didn't happen because of the court's order placing a limit on noise level from crackers.

A) placing a limit to
B) to place a limit at
C) to place a limit on
D) no error

There's no error. Note that you could also use a finite clause, as in the court order that placed a limit on noise level from crackers.
