Gerund

Although we are told that Cleopatra made love to Antony under a net (to protect from mosquitos),
nobody thought of netting actually saving lives.

Does this mean
1) nobody thought of actual netting to save lives
or,
2) nobody thought that netting can acutally save lives.

Maybe too a stupid question but so confusing. Thanks in advance.

This kind of sentence is something we say a lot.
eg Fifty years ago, nobody thought of seatbelts actually saving lives.
